Energy Efficient Cities Initiative (EECI)

EECI Energy Efficient Cities Initiative

Cities are an important engine for economic growth and socioeconomic development. By 2030, almost 5 Billion (about 60 percent of the global population) will live in cities, leading to massive requirements for energy to power growth and expand basic infrastructure. Energy efficiency can offer practical solutions to budget-constrained cities to meet their energy needs without sacrificing their development priorities.

This is because energy efficient activities are generally cost-effective; that is, higher upfront investment for a more efficient system is offset by lower recurring energy costs.

Innovative features of EECI:

Clients are city mayors and municipal bodies
Demand-driven, responsive to city needs
Fully integrated, centrally managed, multi-sector program
Promotes innovation while still focusing on results
Fosters global partnerships

Components of EECI include:

Analytical Work: EECI has developed tools, guidance notes, and other knowledge products to help cities identify, design, and implement energy efficiency improvements. EECI currently has:

1. Tool for Rapid Assessment of City Energy (TRACE): a quick, first cut, sectoral analysis on city energy use;

2. Guidelines for public procurement of energy services, particularly energy savings performance contracts (ESPCs); and Lessons Learned from Around the World in the Public Procurement of Energy Efficient Products;

3. Energy efficient cities assessment tools and benchmarking practices of a variety of low-carbon, carbon- neutral good practices;

4. Emerging lessons for mainstreaming building energy efficiency codes in developing countries; and

5. Best practices on energy efficiency indicators in developing countries' policy making.

Technical Assistance and Lending Project Support: EECI assists cities in developing energy efficiency plans and pilot innovative initiatives for buildings, public lighting, transport, municipal water and wastewater infrastructure, solid waste management, and district heating and cooling. It further leverages World Bank investment operations by providing technical support to design, finance, and supervise energy efficiency activities.

Energy Efficiency Case Studies Database: To inform and guidecities in designing as well as implementing urban energy efficiency initiatives, EECI has developed a database of case studies featuring urban energy efficiency realizations across different sectors.

Outreach and Partnerships: To enable cities to access various comparative advantages of diverse organizations, EECI has fostered partnerships and information sharing with other similar programs, both within and outside the World Bank.
