The focus of the ESMAP program in the MNA region is on aspects of energy policy which are not covered by other sources of Technical Assistance funds (EU,USAID), and to emphasize impact on the ground.The ESMAP program has therefore been concentrated on a small number of countries where the impact of the ESMAP program is established, and on energy efficient/renewable energy.The ESMAP program is focused on Egypt, Morocco and Djibouti.Projects at identification stage will expand the ESMAP portfolio to Tunisia for Energy Efficiency.
At the regional level, an ESMAP study examines the consequences of alternative international price scenarios, both for oil exporting and importing countries, on public finances and Governments’ capacity to finance social program.In support of energy efficiency and renewable energy, ESMAP’s Morocco program has supported the preparation by the Government of a full legislation on energy efficiency and renewable energy (particularly wind energy) which is being adopted in the second quarter 2007.The development of the energy efficiency and renewable energy regulatory framework has been one of the key pillars of a Bank financed policy loan, and of a large grant from the EU.Hydrocarbons and their management of petroleum resources is indeed a top priority for the MNA region, particularly under unstable market conditions.ESMAP has supported a project in Egypt which helps the government develop a rational gas pricing strategy to encourage the efficient utilization of natural gas, while protecting low-income groups.
The access dimension is limited in this region, as most countries have achieved full access.Djibouti still has a low access rate, which has prompted ESMAP to finance a strategic plan which will develop an access strategy which will be supported by a Bank operation.
