Readiness for Investment in Sustainable Energy (RISE)

Readiness for Investment in Sustainable Energy (RISE), developed by the World Bank’s Energy Global Practice with support from ESMAP, is a suite of indicators that assesses the legal and regulatory environment for investment in sustainable energy. It establishes a framework for better depicting the national enabling environment to attract investment into sustainable energy.

 

Reaching the SE4ALL goals will require an almost tripling of historical annual investment flows in these areas to about $1 trillion, such that countries will need to embrace an enabling environment that attracts all forms of investment—public and private.

 

The initiative’s indicators — covering planning, policies, pricing and subsidies, and procedural efficiency — allow for comparisons of the investment climate for sustainable energy across countries. They act as a global reference to identify what institutional, regulatory, and legislative systems are relevant to support investments in the three focus areas of SE4ALL: access, efficiency, and renewables. It will allow policymakers to track their progress and measure changes over time.

 

As a result, RISE comprises 28 indicators and 85 sub-indicators encompassing the three pillars of energy access, renewable energy, and energy efficiency as well as cross-cutting indicators for topics relevant to all three SE4ALL pillars. All indicators are classified into four broad categories: planning, policies and regulations, pricing and subsidies, and procedural efficiency.

 

RISE was piloted in 17 countries — Armenia, Chile, Denmark, Ethiopia, Honduras, India, Kenya, Liberia, Maldives, Mali, Mongolia, Nepal, Solomon Islands, Tanzania, United States, Vanuatu, and Yemen. The results were published in November 2014 in a pilot report. A global rollout, covering 110 countries, is currently underway.
