Jobs Generated by the Sindh Solar Energy Project in Pakistan | Job Creation Potential of the Clean Energy Transition - Case Study

The rooftop solar installation component of the Sindh Solar Energy Project (SSEP) created direct and indirect employment opportunities, with a focus on short-term roles during construction and long-term roles in operations and maintenance. While the project made limited progress in gender diversity, it may have contributed to the skill development of the local workforce and potentially influenced broader funding decisions in the solar energy sector. This case study seeks to shed light on the employment outcomes associated with the World Bank’s investments in Pakistan to support the procurement and installation of solar photovoltaics (PV) systems as part of the SSEP. This project was approved in 2018 and is scheduled to be completed in 2023. Under the SSEP, solar PV systems were expected to be installed on public sector buildings, but in light of the COVID-19 pandemic, the focus was shifted to hospitals. This case study focuses on Component 2 of the SSEP, which to this point comprises the installation of 20 MW of rooftop-solar generating capacity on and around hospitals in Sindh.
