Haiti Subsidy Reform | Engaging Citizens

ESMAP, through its Energy Subsidy Reform Facility, provided just-in-time support to the Government of Haiti as it struggled to phase out fuel subsidies. Through improved capacity building, support and improved internal and external collaboration, South-South learning, training and real time advisory, the Government of Haiti was able to successfully eliminate fuel subsidies in 2014. Unfortunately, in the face of strong public opposition and misperceptions, Haiti was forced to backtrack in early 2015. Subsequent work financed by ESMAP has focused on citizen engagement strategy—through communication and outreach—and designing a targeted subsidy scheme for urban transport at the request of the government.
