Contributions to SE4All
The Energy Access program contributed to a number of SE4All activities:

Provided inputs in the preparation of the initial framework report for the SE4All Task Force 1 responsible for shaping efforts toward the goal of universal energy access. The framework report calls for providing assistance to developing countries based on their needs, potential, and opportunities, to reach universal energy access.

Conducted rapid assessments and gap analyses in: Bangladesh, Honduras, Indonesia, Laos and Zambia, to inform the development of action plans to guide SE4All activities in these countries.

Worked in close collaboration with the World Bank’s Energy Anchor and other international energy institutions to prepare the initiative’s Global Tracking Report.
ESMAP’s SE4ALL Technical Assistance Facility
The Technical Assistance Facility is part of the World Bank Group’s commitments announced at the UN’s Rio+20 Summit. The facility will provide funding and technical expertise to assist selected SE4All opt-in countries in planning and developing short to medium-term prospectuses to mobilize investments to reach universal energy access by 2030.
What features are envisioned for the Technical Facility?

Allow for the provision of a technical assistance package to include planning, capacity building, and policy enhancements based on a country’s needs.

The assistance will build on existing country programs and strategies as well as identified gaps to develop and implement comprehensive plans to contribute to the achievement of universal energy access.

Initial targeting of a sub-set of countries. Subject to availability of additional resources, the targeting would expand to other countries.

Urban Poor Energy Access

Virtual consultation and Practitioners Workshop
The virtual (online) consultation gathered over 100 participants from city authorities, electricity and LPG utilities, NGOs and civil society organizations from Africa, Asia and Latin America to discuss the challenges and solutions in scaling-up access to affordable and reliable electricity, and clean cooking fuels and stoves.
The virtual discussion culminated in a two-day, face-to-face, practitioner workshop during the ESMAP Knowledge Exchange Forum in May 2012, held at the World Bank Headquarters in Washington, and co-sponsored by Cities Alliance.
Practitioners shared innovative approaches to reaching poor urban communities, including:

Brazil: AES Eletropaulo trained local agents who reached out to about 1.4 million households in slum communities to: ensure safe electricity connections and realize energy efficiency improvements while reducing electricity theft.

India: the local NGO Shelter Associates combined community outreach and geographic information system (GIS) technology to build evidence and initiate dialogue with local governments for improved access to energy services.

Kenya: Kenya Power substantially expanded electricity connections by implementing simple technologies such as pre-paid meters and outdoor connection boards while extending credit to low-income consumers.
Additionally, practitioners offered ideas on interventions that governments and the international development community can undertake to improve global urban energy access.
Urban Energy Access Program
The workshop informed the design of ESMAP’s urban energy access activities to be implemented jointly with Cities Alliance. Workshop participants’ ideas were further analyzed in collaboration with Cities Alliance and led to the development of analytical, operational support, and knowledge exchange activities.

Operational Support on Household Cooking Energy and Off-Grid Electricity Access

The Energy Access program supported the following initiatives and lending projects:
- (ACCES ) Africa Clean Cooking Energy Solutions Initiative: ESMAP’s Energy Access program supported the design of the ACCES initiative, which promotes enterprise-based, large-scale dissemination and adoption of clean cooking solutions in Sub-Saharan Africa. The initiative will further assist in the development and implementation of selected country interventions.
- Benin: Increased Access to Modern Energy Project: The Energy Access program supported the design of household energy access activities that were funded by an AFREA grant as parallel co-financing to the World Bank-financed Benin Increased Access to Modern Energy Project. In addition, the Energy Access program assists with grant implementation supervision.
- Bangladesh Rural Electrification and Renewable Energy Development II Project: In collaboration with the World Bank Energy Anchor, the Energy Access program helped conduct stove user consultations, which informed the design of the household energy component of the Rural Electrification and Renewable Energy Development II project.
