Learning by Doing - Low Carbon Development

This new program was initiated in 2010 and aims to provide clients with analytical support to develop capacity for low-carbon development in power sector planning. It employs a learning-by doing approach with pilot activities in two countries in the initial stage (Nigeria and Morocco – 2010-12).  A toolkit will be developed at the end of the pilot program to document approaches and methodologies for low carbon power sector planning and share experiences with other countries interested in embarking on similar programs. 
 
 
This “learning-by-doing” approach will support energy practitioners to:
 
  • Build a picture of power sector development objectives for a given time horizon based on projected growth rates and other macro-economic indicators, existing sector development plans and commitments to reduce greenhouse gases as relevant.'
  • Develop a power supply-demand forecast for the time horizon, taking account of planned resources, system reliability and losses to arrive at a best business development scenario or ‘Reference’ scenario.
  • Identify options for power sector development for the time horizon with lower greenhouse gas emissions.  This includes an assessment of the financial and economic costs of a Low Carbon Scenario(s) and required enabling condition.

The toolkit will document the approaches, methodologies and available tools to aid low emission power sector policy and regulation development, investment decisions and low carbon technology choices.
