This session will present Côte d’Ivoire’s Electricity for All Program (PEPT). It will show how programmatic design and strong coordination can speed up last‑mile access. The PEPT has succeeded to connect more than 550,000 households in 2025 and close to 3 million households since its launch in 2014.

The World Bank Group supports PEPT through the National Electricity Digitalization and Access (NEDA) operation, a €302 million IDA initiative (€291 million Program-for-Results and €11 million Investment Project Financing), along with the IFC Securitization project, an innovative social bond. NEDA focuses on lagging regions, especially the north and the west, with a target of 350,680 new grid connections, or 1.8 million people. Two years into the operation, 90 percent of this target has been achieved. The IFC securitization, through its two phases, finances 800,000 new grid connections, with 40 percent already completed.
