On November 3, 2025, ESMAP, together with the Ministry of Energy and Mineral Development (MEMD) of Uganda and the World Bank’s Electricity Access Scale-Up Project (EASP), convened a multi-stakeholder validation workshop in Kampala to review the Diagnostic Study on E-Mobility Market Development in Uganda. The study, co-funded by ESMAP and Quality Infrastructure Investment (QII), outlines a roadmap with 18 policy recommendations to accelerate electric vehicle (EV) adoption while ensuring adequate power supply.
The workshop brought together 45 representatives from government agencies (MEMD, UEGCL, UEDCL, ERA, MoWT), academia, and private sector actors (E-Bee, Kiira Motors, GoGo Electric). Participants engaged in roundtable discussions around eight priorities from Uganda’s National E-Mobility Plan and presented their perspectives on actions needed to strengthen the enabling environment for EV uptake.
Following the workshop, ESMAP organized a two-day technical training (November 4–5) for over 30 engineers from MEMD and UEDCL. The training focused on a six-step process for planning and mapping distribution system upgrades to accommodate EV charging infrastructure, particularly e-motorcycle battery-swapping stations. Participants gained hands-on experience with:
- Customized Battery Swapping Station Model
- IEA Electric Vehicle Charging and Grid Integration Tool
- GIS mapping for grid impact analysis
- Identifying assets requiring upgrades using PSS/E
