Module Three: Retaining Women in the Utility Workforce

These resources focus on retaining women in the workforce by addressing topics related to workplace culture and environment. Numerous studies show that women enter male-dominated STEM sectors like energy at lower rates than men, especially in technical positions, and many of them leave due to challenges with work-life balance, harassment, and discrimination. 1   However, research has also shown that efforts by employers to address such issues and improve workplace culture can have a positive impact on a firm’s ability to attract, hire and retain employees.2

The tools are organized around four key areas for creating a workplace culture that will be attractive to both women and men. The four main areas covered by this module are:

  1. Providing a Safe, Healthy Workplace;
  2. Promoting an Equitable Work Culture;
  3. Fostering Inclusivity; and
  4. Creating a Flexible Workplace.

Providing a Safe, Healthy Workplace

Providing a safe workplace that maintains the workforce’s physical and mental health is fundamental to keeping employees engaged and satisfied. Infrastructure sectors face many challenges in this area given that many workers spend a lot of time in the field, sometimes in remote places where it may be difficult for management to monitor behavior. It is therefore extremely important for utilities to set policies and standards that explicitly reject all forms of bullying, sexual harassment, and gender-based violence, and to create reporting and response mechanisms to deal with violations. This section provides tools that can help companies create stand alone policies, as well as guidance on how to incorporate these and other gender-related workplace topics into a corporate code of conduct or ethics. Resources on gender and sex-related workplace safety and hygiene are also provided.

Promoting an Equitable Work Culture

Discrimination in the workplace can take multiple forms, may be conscious or unconscious, and impacts both men and women. The resources in this section can help companies understand different types of discrimination and can be used in conjunction with those in Module 1, Making the Commitment to Gender Equality during the organizational goal-setting process. The resources on Instituting Equitable Remuneration Policies can be used in conjunction with the pay gap calculators provided in the second section of Module 1. After conducting pay-gap analysis, companies can refer to these resources to revisit their compensation policies and revise as necessary.

Fostering Inclusivity

In order for all genders to feel that they are welcomed and valued in the workplace, all genders need to be engaged in gender equality efforts. Men can be negatively impacted by gender biases, and they can play a key role in championing gender equality efforts for female counterparts. Unions also play an important role in the acceptance or rejection of utility gender equality efforts, since collective bargaining agreements cover many topics related to employment. Education and engagement of male employees and unions, therefore, is important for the success of efforts aiming to make the energy sector attractive to women and supportive of women employees.

Employee resource groups, which can be organized around many topics (such as a women’s group, or a parent’s group), offer employees a way to share information with each other as well as with management, and can be useful tools to gauge employee concerns and attitudes. Ensuring the women and men are fairly represented and not stereotyped in corporate communications or at industry/corporate events is also important to keep women feeling they are valued members of the workforce.

Creating a Flexible Workplace

Balancing personal and professional responsibilities is a challenge for many employees regardless of gender. Women, however, tend to handle more housework and have more responsibility for childcare and eldercare than men. Therefore, providing employees as much flexibility as possible regarding their work schedules and locations—without penalizing them for their choice—can ease work-life challenges. Providing support for parents via paid maternity/paternity/family leave and subsidized child care is also critical to keeping parents (especially new mothers) in the workforce. Though national requirements and norms vary dramatically on these topics, the tools below provide advice and resources for employers and employees on how to navigate sensitive discussions regarding schedules, leave benefits, and special needs.
