Floating Solar | Clean Energy Beyond the Shore

  • Floating solar could generate up to 400 GW of clean electricity globally, helping expand energy access in land-constrained regions.

  • Floating solar is well suited to expanding access to renewable energy and strengthening energy security, while making use of existing water bodies and infrastructure.

Many emerging markets face growing electricity demand but have limited space for traditional solar farms. By deploying photovoltaic panels on reservoirs, lakes, and other water surfaces to generate clean electricity, floating solar allows countries to expand energy access while avoiding land usage. Through co-location with hydropower reservoirs, this approach further allows for using shared grid connections and maximizing energy output.

Despite its promise, floating solar is still a nascent sector. New installations face technical and operational complexities, high upfront costs, and limited large-scale experience. Potential impacts on water ecosystems and the need for long-term maintenance also require careful planning, monitoring, and management to ensure sustainable deployment.

To overcome these challenges, ESMAP supports countries through analytical work, practical guidance, and technical assistance to scale floating solar deployment. This includes promoting hybrid systems, where floating PV complements existing hydropower infrastructure, and implementing de-risking mechanisms to attract private investment. Governments and development institutions play a key role in streamlining permitting, standardizing designs, and advancing financing solutions that can help reduce project risks and costs. ESMAP’s forthcoming edition of the Where Sun Meets Water report series extends this guidance, providing practical recommendations for planning and deploying projects in nearshore environments.

By addressing these challenges, floating solar can realize its full potential as part of a broader renewable energy portfolio. Early deployments show that, with careful planning and supportive policies, floating solar can become a scalable and replicable solution for expanding clean electricity generation, strengthening energy systems, and advancing climate goals.
