ESMAP is a World Bank Group partnership with more than 20 donor governments and philanthropic partners.
Our donors are the driving force behind ESMAP's mission to translate knowledge into sustainable energy development worldwide. Their contributions make it possible to deliver impact at scale — from expanding energy access in underserved communities to accelerating the clean energy transition across developing economies.
Governance
ESMAP operates as a multi-donor trust fund administered by the World Bank Group and governed by a Consultative Group (CG) composed of representatives from contributing donors.
The Consultative Group is chaired by the World Bank Group’s Director of Energy and meets annually to provide strategic guidance and direction on the implementation of ESMAP, including:
- Endorse ESMAP business plans and budgets
- Reviewing annual financial and progress reports.
- Advising on setting priorities in response to emerging needs
- Identify areas in need of more attention based on progress
Accountability and Evaluation
ESMAP regularly conducts independent external evaluations to assess program performance, effectiveness, and relevance.
In April 2024, ESMAP completed its latest Independent External Evaluation — a World Bank Group requirement for programs concluding a business plan cycle. This evaluation assessed performance across the 2021–2024 Business Plan period and provided an independent assessment of ESMAP's effectiveness, relevance, efficiency, impact, coherence, and sustainability.
The external evaluation found that ESMAP’s grant-funded activities have been highly relevant to the global energy sector context (including SDG7), decarbonization, climate change adaptation, mitigation, and resilience. By the end of the first two years of the business plan, we achieved about half of our results framework targets. About a quarter of the indicators exceeded their targets.
