Full Agenda The Sri Lanka Energy Authority (SEA) held a national stakeholder’s workshop on implementation and financing mechanisms in the Sri Lanka buildings sector. This event built on the results of a technical assistance program supported by the World Bank’s Energy Sector Management Program, which aims to develop business models and financing mechanisms for a market-driven delivery of energy efficiency (EE) solutions through energy service companies (ESCOs), primarily. This workshop provided an opportunity to present potential ESCO model designs, transaction structures and templates that will represent the basis for a potential financial support, discuss the specific implementation modalities pertaining to the Sri Lankan context, and share international experiences. The event was comprised of: presentations followed by moderated panel discussions; and a training program on EE monitoring and verification mechanisms. The target audience consists of ESCOs, technology and equipment vendors, energy auditors, financial institutions, building owners, academics, and other stakeholders active in the energy efficiency sector. Offshore wind holds tremendous promise for many emerging markets as a large-scale, clean, reliable form of new electricity generation with the potential to stimulate valuable economic benefits. However, developing a new offshore wind sector in an emerging market is no easy task. Decision makers must strike a careful balance as they consider a range of technical, political, environmental, and social challenges. As more and more emerging markets look towards offshore wind to help meet their climate and development goals, they need the tools to overcome these challenges and realize their offshore wind potential. Building on the success of the 2021 report Key Factors for Successful Development of Offshore Wind in Emerging Markets, the World Bank Group's Offshore Wind Development Program, jointly led by the Energy Sector Management Assistance Program (ESMAP) and IFC, is proud to take the essential knowledge included in the pages of this landmark report to the next level with the launch of a new eLearning course.The new eLearning course brings together global best practices and experiences from offshore wind markets across the world and is an important resource to bolster the toolkits of governments, industry, investors, and other stakeholders aiming to accelerate the deployment of offshore wind in emerging markets.Register for the launch webinar to learn more on our eLearning course and what Key Factors are needed to scale-up offshore wind in emerging markets across the world. Effective global decarbonization will require an array of solutions across a portfolio of low-carbon resources. One such solution is developing clean hydrogen. This unique fuel has the potential to minimize climate change impacts, helping decarbonize hard-to-abate sectors such as heavy industry and global transport, while also promoting energy security, sustainable growth, and job creation. The authors estimate suggest that hydrogen needs to grow seven-fold to support the global energy transition, eventually accounting for ten percent of total energy consumption by 2050. A scaleup of this magnitude will increase demand for materials, such as aluminum, copper, iridium, nickel, platinum, vanadium and zinc to support hydrogen technologies - renewable electricity technologies and the electrolyzers for renewable hydrogen, carbon storage for low-carbon hydrogen, or fuel cells using hydrogen to power transport. This report, a joint product of the World Bank and the Hydrogen Council, examines these three critical areas. Using new data on the material intensities of key technologies, the report estimates the amount of critical minerals needed to scale clean hydrogen. In addition, it shows how incorporating sustainable practices and policies for mining and processing materials can help minimize environmental impacts. Key among these approaches is the use of recycled materials, innovations in design in order to reduce material intensities, and adoption of policies from the Climate Smart Mining (CSM) Framework to reduce impacts to greenhouse gas emissions and water footprint.

From the perspective of economic and financial analysis, a climate change resilience assessment can be defined as an elaboration of how an investment project performs under alternative futures that are subject to high uncertainty about climate change impacts, and an assessment of the cost-effectiveness of mitigation and adaptation options to improve a project’s resilience. As a matter of general methodology, this is no different to the assessment of other risks and uncertainties routinely faced in project design. The main difference is that the uncertainties are much more difficult to define: the uncertainty about the nature, timing and extent of climate change impacts is much greater than the better-known uncertainties that have long been part of project design and appraisal. The objective of this good practice note is to present a methodology for the integration of climate change and disaster/hazard resilience assessments into the framework of economic analysis as set out in the World Bank’s guidelines for economic analysis of power sector investment projects (GEA 2015).

Forced displacement is increasingly becoming a major development challenge. As the overwhelming majority of the forcibly displaced persons (FDPs) settle in developing countries, this poses a strain on the local resources and capacity. Displacement crises also present considerable political challenges for host governments.  FDPs often experience minimal access to energy, and when they do, they often use energy solutions that are costly, inefficient, unsafe, and harmful to the environment. Nevertheless, safe, affordable, and reliable energy is essential to day-to-day living, and this is even truer in displacement settings. In these contexts, energy is conducive to essential services such as education or healthcare, to increased security, and to improved socialization. The combined effect of this helps the forcibly displaced to increase their quality of life in the face of their extensive traumas. The report outlines a set of recommendations to address the key barriers that impede optimal energy practices in displacement settings. Such recommendations represent sectorial building blocks meant to work synergically to reshape energy access interventions in a more inclusive, sustainable and effective manner. Furthermore, the report highlights the potential for the World Bank and the Energy Sector Management Assistance Program (ESMAP)’s Leaving No One Behind program to lead the efforts needed to tackle the displacement crisis as a development challenge.  

The Global Electricity Regulatory Index (GERI) is part of the World Bank’s global efforts to promote a robust electricity sector regulatory environment. It builds on the Bank’s existing assessment of the regulatory frameworks under the Rethinking Power Sector Reform in the Developing World program and its ongoing collaboration with the African Development Bank on the Electricity Regulatory Index. This inaugural edition of the GERI report surveys 82 non-OECD countries from across the globe – about half in Sub-Saharan Africa and the rest across Asia, Europe, the Middle East, and Latin America. In 2021, the average global GERI score was 59 percent, representing an intermediate stage of development of power sector regulations in developing countries, with considerable room for improvement and the need for further action to strengthen regulatory frameworks. The average scores for the two pillars of GERI stood at 65 percent for Regulatory Governance Index (RGI) and 54 percent for Regulatory Substance Index (RSI). When it comes to regulatory governance, the most prevalent shortcomings are related to regulatory autonomy, with a global average score of 29 percent on regulatory independence from stakeholders. As for regulatory substance, the lower score results from the weak performance of countries globally on economic regulation of tariffs with a global average score of 37 percent. This does not indicate an absence of tariff methodologies, but rather the fact that tariff methodologies are often poorly specified.

Exploring Opportunities for Gender Diversity in the Mining and Energy Sectors in Serbia is the first targeted gender assessment in the areas of mining and energy in Serbia, which aims to stimulate dialogue among policy makers, companies, and other relevant actors on how best to strengthen women’s participation and upward mobility in these sectors. The assessment provides new and detailed quantitative information on women’s current role in mining and energy, and qualitative information on the key barriers to women’s increased participation. It also formulates recommendations for policy makers and private sector companies, with a view to enhancing gender diversity and inclusion and reduce gender gaps.

RISE—Regulatory Indicators for Sustainable Energy—is a set of indicators intended for use in comparing the policy and regulatory frameworks that countries have put in place to support the achievement of Sustainable Development Goal 7 (SDG7) on universal access to clean and modern energy. This fourth edition of the index captures policy and regulatory support that enhances sustainable energy in the form of 30 indicators and 85 subindicators distributed among four pillars: electricity access, clean cooking, renewable energy, and energy efficiency. The RISE indicators, scored on a 0–100 scale, can be used to compare 140 economies that now account for 98 percent of the world’s population. Cross-pillar comparisons must be nuanced, however, so the RISE online platform provides an opportunity for deeper analysis: https://rise.esmap.org.Globally, since 2019, the number of countries with advanced policy frameworks for sustainable energy has continued to grow, even during the Covid-19 pandemic. Over the past two years, more than 80 percent of countries surveyed globally improved their overall RISE scores. Improvements in off-grid policies, affordability, renewable energy planning and target setting, and several energy efficiency incentives were most evident. These initiatives have been embedded in many countries’ COVID-19 recovery plans.Learn more about RISE

The report starts with a brief overview of the evolution of competitive power markets and the current global landscape of electricity markets. It further reviews the arguments for markets, including existing evidence as well as basic preconditions for market reform. The main body of the report then walks through key market structuring and design issues, including considerations to address decarbonization objectives. Topics addressed include the promises and challenges posed by the integration of variable renewable energy and new technological solutions such as battery energy storage (BES) and distributed energy resources (DER). The report concludes with a brief characterization of key market design choices and a generic list of process steps required for market reform.

Geothermal Direct Use (GDU) is the use of geothermal resources to create valuable commodities from heat, minerals, and gases. The term GDU arises because commercial development of geothermal resources has historically centered on electricity generation, which indirectly uses the resource by converting the energy in its fluids to electricity at geothermal power plants. Direct use of geothermal resources therefore refers to all applications in which the commodity of value is extracted directly from geothermal fluids.This report is a primer on the concept of GDU, why countries should explore its potential, with a focus on the utilization of geothermal heat, and how it can be developed to bring economic and social benefits to different sectors of the population. The report is written with energy sector policy makers and technocrats in mind but can serve to introduce GDU to all those interested in learning more about it
