Evidence to Action | Energy Storage Deployment in World Bank Group Operations
Evidence to Action: Energy Storage Deployment in World Bank Group Operations examines lessons from the World Bank Group’s energy storage portfolios. Drawing on 20 out of 58 active projects, the report identifies key success factors and opportunities to strengthen future investments.
Energy storage is increasingly critical to integrating renewable energy, stabilizing grids, reducing diesel consumption, managing peak demand, and expanding electricity access. By the end of 2025, the portfolio included 58 active projects with approximately 19,200 MWh of capacity, mobilizing more than $7.5 billion in public and private capital.
Key Findings
- Institutional barriers often outweigh technical challenges. Weak procurement capacity, inadequate regulation, and limited operations and maintenance (O&M) planning can undermine project success.
- Local context matters. Technology, system size, ownership, and business models must reflect grid needs, market maturity, and institutional capacity.
- Early planning improves outcomes. Least-cost modelling, grid flexibility analysis, realistic specifications, and early supplier engagement strengthen project design and procurement.
- Financing and risk allocation are critical. Concessional finance, guarantees, and payment-security mechanisms can enable innovative projects and mobilize private investment.
- Sustainability requires long-term support. Training, dedicated O&M budgets, warranties, and clear operational responsibilities help maintain performance.
- Public and private models serve complementary roles. Public ownership may suit fragile and emerging markets, while independent power producer models can scale where regulatory and revenue frameworks are established.
ESMAP recommends a lifecycle approach that integrates upstream planning and policy reform, fit-for-purpose project design, and sustainable operations. The central message: successful energy storage deployment requires more than technology and capital. Strong institutions, effective procurement, appropriate financing, and sustained operational support are essential to deliver lasting results.
